This study was to suggest revitalization plans for sustainable leisure fishing culture that can be settled as a healthy leisure culture while solving marine safety accidents, environmental pollution and marine resources exhaustion caused by increase of leisure fishing population and wrong leisure fishing culture. The current status of the domestic leisure fishing culture was analyzed for 162 fishing fishermen, and based on this, the detailed activation plan by each sector were as follows. First, the role of the government and local governments is to introduce the fishing expert certification system, to establish a permanent leisure fishing school, to introduce the fishing education program in elementary and secondary education courses, to thoroughly manage the fishing information DB, to establish the educational cooperation network with local universities and research institutes, Expanding fishing convenient facilities and strengthening punishment for illegal fishing behavior. Second, the role of the fishing specialist association should be to extend various fishing education programs and promotional campaigns by holding fishing competitions, and to develop the fry discharge business. In addition, the illegal fishing behavior monitoring team should be launched and cracked down in cooperation with the fishing village. Third, the role of leisure fishermen should actively participate in fishing education by themselves, change their perceptions about fishing, and accept positively in the establishment of fishing system such as the fishing license system, and try to establish the correct fishing culture.
