This study gets the realization plan of market intimate land public concept and character there is the goal does.
  The preponderance of the land is serious within the narrow country. Consequently, in order uses this little more efficiently from the land public concept is necessary. But, the land public concept of past does not continue with unconstitutionality judgment. Consequently, in order market intimate land public concept to be come true with the next presented a same plan.
  First, the land retention tax, capital gain tax and restitution of development gain raise. Building minute property tax and transfer tax (acquisition tax?registration tax)lowered. Second, charge the week executes namely, the reduction of value added taxㆍearned income tax?corporate tax of different tax together in reinforcement and economy of land retention tax. Three, embodies a land public concept respects from our societies and the method which is best is to write in constitution. Four, is a public lease system.
  If this method is come true, is thought with the fact that the unearned income of landowning of our citizen will be difficult.
  Consequently, the speculation about it, the redistribution of falling income accomplishes and is expected with the qualitative thing.
