Is democracy without conflict possible? Since the only society that appears to be free from conflict is a dictatorship, public conflict is inevitable in democratic countries. However, public conflict itself is not always negative because the process of communicating to resolve public conflict can lead to the development and maturity of democracy. However, as conflicts repeat, continue, and intensify, extreme confrontations among stakeholders or illegal exercise of power hinder the development and integration of society. Therefore, it can be said that there is a great need for appropriate management of public conflict for the development of democracy and social integration.
Nevertheless, since only the Public Institution Conflict Management Regulations are currently enacted as a presidential decree, there is a great need to regulate conflict management by the level of law. Public conflict management refers to the prevention and resolution of conflicts. Participatory decision-making is presented as a means of prevention, and alternative dispute resolution is presented as a means of resolution. There are a variety of alternative dispute resolution methods, but a mediation method that minimizes third party intervention appears to be appropriate. The scope of interested parties is not particularly limited, but a method of selecting a representative must be devised. Additionally, it is desirable to have an expert in the related field act as a neutral intermediary.
