The introduction of incentive mechanisms within organizations plays a crucial role in aligning the interests of principals and agents. However, existing research presents conflicting evidence on whether incentive systems in the public sector positively impact employee performance. To address this, this study reviews relevant research from the fields of public administration, psychology, and economics to explore the relationship between incentives and motivation in the public sector. Through an integrative review of literature, we find that situational factors, such as negative public perceptions of monetary rewards for public servants, limitations in compensation levels due to budget constraints, and the weak linkage between rewards and performance caused by difficulties in measuring performance, may hinder the effectiveness of incentives in the public sector. Furthermore, we find that incentives could negatively affect the intrinsic motivation of bureaucrats, potentially altering their self-image or the perceived value of their work. Additionally, the finding suggests that higher levels of autonomy among bureaucrats could facilitate the internalization of extrinsic incentives, aligning them with personal values and goals. Based on these findings, this study proposes a theoretical framework that highlights the moderating effect of autonomy on the relationship between incentives and motivation, along with several related propositions.
