This study analyzes the current status of local sports councils and presents problems related to the financial security of local sports councils and developmental measures for the financial stabilization of local sports councils to provide basic data for the stable operation of local sports councils.
First, in Busan, Daegu, and Daejeon, the city and provincial sports promotion (and support) ordinances will be revised, and the revision of the National Sports Promotion Act, which was abolished by the expiration of the term of the 21st National Assembly on May 16, 2024, will be institutionalized so that the state and local governments can support local sports council operating expenses at the same rate.
Second, the Act on the Funding of Local Government Sports Subsidies will be separately enacted to stabilize the finances of local sports councils in the mid-term and long-term, and the revision of the National Sports Promotion Act will be further reorganized in the supplementary provisions to make the financial resources required to support local governments or local sports councils clearer.
Through these development measures, it is necessary for local sports councils to improve the problems of various variables such as suspension and reduction of some budget support in the budget compilation process according to their relationship with local governments or local councils. Through this, if the local sports council lays the foundation for financial stabilization and stably promotes projects and activities related to sports promotion in the local community, the local sports council will be able to contribute to the realization of a healthy community through the promotion of national sports.
