This study aims to examine the reality in which the content of Article 33-2 and Article 18 of the National Sports Promotion Act related to the autonomy of local sports councils is reflected even on local ordinances. It also sets out to diagnose local sports councils through a SWOT analysis and propose an institutionalization strategy to secure the autonomy of a local sports council through experts" meetings. Based on these findings, the study proposed three strategies to secure the autonomy of a local sports council. First, it is necessary to trace and manage how the laws related to sports are reflected on the enactment and revision of ordinances. Secondly, the concerned laws and ordinances should be arranged to revise the Local Government Act so that the sports business of a local government can be delegated to a local sports council. The Basic Sports Act and the National Sports Promotion Act should be arranged exquisitely to ensure the mutual exclusion of sports business between a local sports council and a local government and promote the inclusion of the entire business. These efforts should be followed by the enactment of laws on local sports autonomy and the central government"s grants for local sports finance. Finally, a consultative body should be run legally which consists of the heads of local sports councils.
