Disabled women in our society have been regarded as non-existed beings since they have lived in isolation without having their own identity in individual and group level. Here, I try to show two main reasons why they have to live miserable life pressing their crying voice.
One way to catch a glance of their living conditon is probably to know the fact that disability prevents them from taking the educational and vocational opportunities which are critical elements for a decent life as a human being in our society. The other is that from the time of their birth, they experience sex discrimination, which also bars them from leading an independent life when they reach adults. Resulted from disability and sex discrimination, they are only considered as the burden at home or become the victims in the institutional facilities. Disabled women treated as the burden at home actually engage in the house work or even support the whole family. Their labor, however, is always discounted and the only responses they get from the outside is that they are just helpless and useless beings. The cases of the ones in the institutional facilities is not better than them. They cannot claim for self decision-making rights even at the minimum stage and far from the protection, they are in the continuous risk of the sex violence.
Despite the obviously different experiences and needs from men, the matters of the disabled women have been veiled behind the disabled peoples' issues which usually refers to the disabled men's needs. There were some disabled women taking active roles in the field of peoples' movements but their roles were seen as the secondary and they, by themselves, were not conscious of their own matters as well.
It was nineteen nineties when some disabled women began to stand up for their own issues. Still then, disabled women's Issue-was perceived as another way to maintain, enlarge and reproduce disabled people's organization itself. Some disabled women having attended international convention realized the keen necessity of the organization fully encompassing their own matters. From the basis of this idea, gong-gam was organized. It is smaIl-scaled but is the first original group distinguished from the existed ones chiefly approach disabled men's issue. gong-gam consists of the old operational committee and the members of bit-jangestablished in Feb. 1998 as the women's department under Resesrch Institute of the Differently Abled Rights in Korea. gong-gam is a movement group advocating disabled women's human rights. Its members try to sense and reveal Institutions and norm of our society excluding disabled women and create the new norm accepting the variety. In spite of the critics that their trial is to cause split in the disabled people's filed, they are prudently keeping voicing out disabled women's matters at their speed. Above all, they reject unjust social prejudice that sees them non-gender being. Instead, they stately champion they are women and men-oriented standard in our society should be varied.
Another original disabled women's group to draw our attention is Ta-Ku Disabled Women's Association (DWA). It orients grass roots solidarity and its centripetal roles are to activate the groups in Ta-Ku area and raise leaders from all types and degrees of disabilities. Its movement suggests how the regional disabled women's group should go and what they should aim for.
In this essay, I tried to manifest what discrimination is put on disabled women's life and introduced disabled women's spontaneous movement through above two organizations, Kong-Kam and DWA. I have absolutely no doubt that disabled women's human rights can be ensured by changing the social circumstances foreclosing them. Therefore, the first step to take is not to alleviate the evil effects brought from the discrimination in the welfare service stage but to unveil the fundamental causes of the discrimination. The perspectives of disabled women's movement depends on how they create the alternatives life, making the most of women's ments on the basis of their identity, instead of being pressed by men-oriented ruling culture.
