Regarding the time point of the Koguryo dynasty's capital transfer to the Guknae region, there have been two theories suggested so far: One of them suggested that the capital transfer took place during the reign of King Sansang-wang(山上王), and one of them suggested that the event took place during the reign of King Yuri-wang(琉璃王). The former theory was mostly presented by the Japanese scholars, who did not consider the records of the early days' accession line of Koguryo Kings and other records as well to be bearing any kind of credibility. On the other hand, the latter theory was supported by the Korean scholars who perceived the early days' records as credible sources of information. As we can see, the issue of ascertaining the time period of Koguryo dynasty's capital transfer to the Guknae region, is also an issue of debate, which had frequently represented in the past the colliding perspectives of scholars who viewed the history of the Koguryo dynasty's early days in very different ways.
Thorough examination of related records and historical texts revealed that, during the reign of King Sansang-wang, the capital was not transferred but only moved from its ordinary location inside the Guknae region to a military defense fortress. Therefore the validity of the former theory seems to be successfully refuted. But there are also sections inside the 『Samguk Sagi』 text's Koguryo chapter, especially the portions which are mentioning the early days' history, that contain certain notions that were changed or distorted from the original feature of contents in certain ways, and because of that possibility, we are really not ready to say that the capital transfer took place during the reign of King Yuri-wang either.
The capital transfer to the Guknae region should presumably have taken place during the middle or latter half period of the 1st century. A defense concept based upon the critical functions of the Guknae region was established around that time as well. At the time, the Chinese Hu-Han(後漢) dynasty turned to adopt a foreign policy based upon appeasement, and in response, the Koguryo dynasty reinforced its own ruling structure and embarked upon an active foreign campaign. Koguryo particularly concentrated its efforts upon the Dong-Okjeo(東沃沮) region which was left unguarded as Hu-Han decided to assume a more inoffensive position in the area.
The Guknae region, compared to the Jolbon region, was located in a position far from the Hyeonto-gun(玄菟郡) unit of the Hu-Han dynasty, and was the central point of the Abrok-gang river network. The Koguryo dynasty must have proceeded with the capital transfer to the Guknae region, under the intention of seizing control of the Abrok-gang river network, consolidating the ruling structure of the dynasty, escaping the interventions of the Chinese Hu-Han dynasty and enlarge its own influence upon the Eastern coastal areas. In other words, the capital transfer was a result of a national policy, which was targeted at a large triumphant development for the dynasty, and which effectively utilized foreign situations of the time, to do so.
