The Tang dynasty was quite successful in deploying and utilizing militarily those surrendered or conquered peoples along its frontier regions. Around the time of the fall of Koguryo, a considerable number of Koguryo people were incorporated into military groups and placed along the frontier of Tang China. For example, there was an military organization of Koguryo people called chengbang (城傍) at Yingzhou (營州). This chengbang was a special military group of foreign peoples established near military installations along the frontier. We find even clearer examples of Koguryo groups in the regions of Longyou (?右) and Hexi (河西). The Tang liudian (唐六典) (Compendium of administrative law of the six divisions of the Tang bureaucracy) recorded that there were Koryo (i.e., Koguryo) soldiers in the six prefectures of Qinzhou (秦州), Chengzhou (成州), Minzhou (岷州), Weizhou (渭州), Hezhou (河州), Lanzhou (蘭州). The Tang liudian also contained a regulation specifying that when Ko[gu]ryo and Baekje people were mobilized for war, they were to be exempted from taxation and corve´e labor. By the time of the compilation of the Tang liudian, the people of the former Koguryo state had already been incorporated as regular households of the Tang state. However, the Tang courtstill categorized them as separate ethnic group and considered them as “foreign peoples (蕃胡)” as it sought to utilize them in military affairs. Thus, the Tang dynasty not only destroyed the Koguryo state but also thoroughly utilized its people in military matters, and the fate of the former people of Koguryo can provide some insights into foreign policies of the Tang dynasty.
