Our Government had established and enforced the 1st Comprehensive National Physical Development Plan from 1972 to 1981. The above plan was a physical and spatial expression of economic growth driving policy by the Government. As the results of that plan, there are a lot of fruits like constructing industrial production foundation, expanding arterial roads, insuring water supply by developing water resources, rearranging national land management system, and so on. From the view of national land development, however, there are also a great deal of problems derived from the philosophy which has been founded on unbalanced growth theory. The spatial unbalance of national land use was brought about by over-concentrating of population and industry to specified regions. And the shortage of resources such as land, energy and water is aggravated by economic growth. The distortion of national land use is seriously raised by excessive use and speculation of land. Also the quality of life is not so much improved by pollution resulted from industrialization and urbanization, and by comparative deterioration of basic facilities for civil life.
Of those phenomena, this thesis is intended to analyze how the comprehensive national physical development plan has operated on the social change and development of specified region (Iri industrial estate area).
