The purpose of this paper was to develop tourism policies for domestic travel agencies under the pressure of GATS' tourism market liberalization. To this end, specific commitments by Korea's major travel trade partners to travel agency and tour operator, and tourist guide service were analyzed.
In general, modes of supply such as cross-border supply(Mode 1), consumption abroad(Mode 2), and commercial presence(Mode 3) showed lower level of restraints than that of presence of natural persons(Mode 4). An overwhelming number of WTO members tended to be 'unbound' on the movement of tourism service suppliers, which may eventually serve as a barrier to free travel trade.
Individual country's additional commitments beyond the four supply modes were introduced. Safeguard policies for domestic travel agencies, including joint venture, policy flexibility, and human resources development, were recommended for the Korean government.
