This paper attempts to analyze Rawls's liberal conception of international justice in view of natural justice in the Book of Change in order to illuminate its limits and problems in practice as well as in theory. Rawls presents a liberal conception of international justice in his book of The Law of Peoples. In his theorizing justice for the society of peoples, Rawls introduces the idea of natural justice in a brief form that does not take a serious theoretical position in the law of peoples. Rawls seems to dismiss the importance of natural justice, which, if seriously developed, could dovetail the gap between his ideal theory and non-ideal theory, or enhance the reasonability of his international justice with regard to non-liberal peoples. Natural justice can be employed to resolve conflicts between liberal peoples and non-liberal peoples or even outlaw states. The Book of Change contains the idea of natural justice mainly relying upon the principle of Yin- Yang. The relationship of Yin and Yang produces the principles of mutual harmony(相生) and mutual struggle(相剋), which provide a natural perspective on dealing with human conflicts in an absence of public principles of justice or even in a situation of rival conceptions of political justice. The idea of natural justice can provide the bedrock for incessantly criticizing non -public reasons as well as public conceptions of justice.
