In little more than a decade, genetic engineering techniques have blossomed into modern biotechnologies that potentially may revolutionize both industrial and agrarian economies. The next decade, therefore, is likely to witness intense competition among nations for leadership roles in the development of new biotechnologies.
As with many modern technological developments, the enormous benefits of biotechnology will not come without corresponding social and environmental risks. The idea of the Human Genome Project was endorsed by the US National Research Concil in 1988, and an internationally coordinated effort was under way by late 1990 with the aim of mapping and sequencing the entire chain of human DNA. Genetic knowledge can undoubtedly bring many benefits to individuals. It can signal current or future ill health and if a cure is available it can be sought pre-emptively. Even if a cure is not available, knowledge can serve several ends.
The availability of a cure carries with it the certainty that disclosure can incontrovertibly avert harm. In the vast majority of cases this can only be seen as a good thing for a third party(employer) to whom disclosure is made. There is currently no specific regulations of genetic testing and screening in the US and United Kingdom, nor any direct protection against discrimination in this regard.
Korean government prepares now an Act that prevents human cloning and disclosure of genetic informations. It is most welcome to society. But it has constitutional problems. The Committee of Ethics relating to Biotechnology in this Law has too many vague competences. This constitutional defects must be settled.
