This article focuses on transitional justice of Truth and Reconciliation Commission, Republic of Korea’s(TRCK) Activities and implementation of recommendations. During the 5 years, the Commission specifically investigated on the massacre of innocent civilians in the Korean War and the realities of human rights violations during the oppressive era of the authoritarian regime.
From these implementation of recommendations, three points can have accomplishment of transitional justice on democracy and human rights. First, the issue of recommendation perform is the effect of institutional reform on the old regime. Second, transitional justice restore the identity of victims and survivors of gross violations of human rights. They have political and social citizenship. Third, That conduce ‘ideological democratization’ in that victims and civil society from anti-communism.
TRCK has lack of reconciliation between victims and perpetrators, compensation for victims, and effectiveness of law. In addition, there leaves become unresolved cases approximately 1,000. In the last stage, it is necessary to be evaluated of that commission’ accomplishment and critical situation of value or quality of democratization from an international perspective.
