Before Korean Truth and Reconciliation Commission(2005), Korean typical 3 state organs, National Intelligence Service, Ministry of National Defense and National Police Department, had started truth commissions within their organizations in 2004 and 2005. They were unique in transitional justice history.
In the Roh’s government, they expressed regrets for their illegal activities, violence against people, under the dictatorship-authoritarian governments and organized the commissions, consisted of outside-inside committee- members for the objectivity and trust.
Even though they had no legal basis, there are some achievements : identifying the suspicious and illegal activities, recommending institutional and legal rectifications.
But at the same time, there are some limits : no legal basis , no sanctions, short of material and documents, and lack of full-support within the organizations.
In case of Truth Commission on Mysterious Death in the Army, it had legal basis and acted in 2006 through 2009, recommended several preventing measures against military personnel suicide.
For the democratization of state organs, civil and social organizations need to keep on eye on carrying out the results and recommendations of the commissions.
