In this study, various Creative City theories are explored through quantitative and qualitative methods, to figure out the pros and cons of each theory and to define the meaning of creative city.
Richard Florida asserts that connecting creative talents to new ideas, high-tech industries, and regional growth would be the key of creative economic growth. However, this kind of creative city strategy may not be the sustainable option in terms of negative externality such as deepening social and political polarization as time passes. As Sasaki Masayuki insisted, regional industry must equip self motivated innovation system moving against varying external shocks, and the profits gained from production must be circulated within the area.
When the correlation between hi-tech industry and cultural industry in the Seoul metropolitan area is examined, there is no meaningful relationship between these in the Seoul city, and the phenomenon is being widespread over the Gyeonggi-do. It indicates that hi-tech industry is no more a creative industry in the Seoul metropolitan areas.
In the previous research, the fact that the meaning of creativity of cities could be differentiated according to time and place might not be examined.
In addition, it is found that hi-tech industry may not provide benefits to the region, while cultural industry induces capital and people into the area in the long run. When local tax is regarded as monetary flow into the area, the strength of correlation with cultural industry is increasing in the positive side over the time, while that with hi-tech industry is being negative.
