This paper reviews the foreign relations between Chosun Dynasty and Bakufu(幕府) in Japan through a book entitled “Jeungjeongkyorinji(增正交隣志)” which was written by Kunseo Kim. Chosun’s diplomatic policy towards Japan was maintaining “Kyorin”(friendly neighborliness relation, 交隣). Chosun and Japan treated each other as an equal partner. The essence of Kyorin system was accepting the equality between the King of Chosun and the Shogun of Japan.The Chosun had sent Tongshinsa(通信使) in order to maintain friendly relations with Japan specially to celebrate the succession of Shoguns. After the 1592 War between Chosun and Japan, Tongshinsa(通信使) had been sent 12 times.
Japan, in general, maintained diplomatic relations with Chosun through Tsushima. The Governor of Tsushima had played a very important role in the Kyorin system. The Governor was himself a Chosun’s diplomatic partner and also was a delegate of the Shogun.
In maintaing the Kyorin system, Waegwan(倭館) which was finally located in Choryang(草梁), had a special position. It was a residential area of Japanese living in Chosun, a service area for diplomatic missions sent by the Shogun and the Governor of Tsushima, and a place for trade between Japanese and Koreans.
Although the weight of foreign relation between Chosun and Japan is not as heavy as that between Chosun and China, two countries developed a unique diplomatic technique called the Kyorin system which presupposes the equality of partners. However, due to the scarcity of diplomatic issues between two countries, both countries could not make hard legal rules governing them. Instead of making legal rules, they had acted based on the Confucian values such as faith and courtesy.
