Historically, no issue has been disputed about longer and bitterer than the issue on `the essence and origin of life`. In fact, there has been controversies on ethical problems of life among people - citizen groups, the press, religious circles, ethics scientists, scientists and the masses - before a human genome project was finished, but any agreement has not been reached socially and ethically. A vague concept of life which has been lain in the mystery scope, appearing in concrete shape, entered into a new phase. So, the purpose of this paper, in introducing the issue on bioethical discourses caused by the development of biotechnology, is to minimize opposition and prejudice among people with regard to discriminative point of view of and ethical issues on a bioethics and to let people comprehensively understand such a view and issue. It is expected that, in a BT(bio technology) age, the gap and inequality between states will be deeper than an IT(information technology) age and new society of `gene - discrimination` will come. Also, this paper describes the reason that an ethical agreement on biotechnology can not be reached with five ethical issues - truth of a gene, essence of life, problems of deciding ethical value including two culture, and problems on control system. In conclusion, this paper points out that the existing discourses about a bioethics which lays emphasis on theory and principles is insufficient in diagnosing and treating the performer-centered concrete and individual problem on a bioethics, and stresses the need of a `new ethics`.
