Tenant protection plans have had a progress on legal and institutional parts in urban renewal project. However, institutional inertia such as legal conflict on compensation came out at each project district. The purpose of this study is to consider insufficiency of legal and institutional aspects of tenant protection plans in urban renewal project. Through reviewed the current legal system, drawn problems are as follows: ambiguity in the concept of each tenant protection plan,instability and complexity of legal system, gap between law and reality, efficiency of the tenant protection plans, and lack of financial support for low-income tenants. The study proposed the following improvements: drawing up the minimum guideline for the tenant protection plans, renewing the legal system of compensation of losses, approving a legitimate value as a list of compensation for store premium, preparing plans for relocation of tenants in small retail shops, and providing special supports for the disadvantaged.
