Using co-operative advantages, i.e. the advantages of organised self-help, mutual assistance and pooling of resources in groups, can enhance the chances of small and medium- sized enterprises to survive in a globalised economy. This, however, presupposes that co- operatives act according to their own rules and do not try to imitate the rules of their competitors, designed for investor-driven organisations pursuing different goals. Furthermore, to work successfully government should formulate and carry out a policy in respect to cooperatives that would seek to establish a supportive and enabling environment while avoiding any infringement of the autonomy of the movement and any diminution of its capacity for responsible self-regulation and would seek to engage in an effective and equal partnership with the movement in all matters where it is able to contribute significantly to the formulation and carrying out of public policy, consistent with its full autonomy.
