The structural weaknesses of Co-operative (Credit Union) in the field of capital formation are not construction faults but rather reflect the working mechanisms of cooperatives being people-centered, member-oriented organizations, controlled by members in their capacity as persons and users of the jointly provided services and not by investors of capital. During the last several years, the tendency to empower the state under co-operative law to submit co-operatives to stringent government control has been a characteristic feature of co-operative legislation in Korea and seemed to be based on the internationally recognized Co- operative Principles, while containing many provisions contradicting these very principles. Co-operative societies are organizations characterized by their dual nature as associations of persons and a jointly financed, managed, controlled, and patronized business firm. The typical features of the co-operative enterprise is that its primary objective is to promote the economic and social interest of its members. National co-operative laws have to provide a legal framework within which this basic co-operative structure can work effectively.
