In the contemporary society, the process of denationalization of state's power is expanding. States withdraw their interventions in the economic and social places, while establishment of non-governmental organizations and civil societies have been encouraged. At the same time desirably, roles and contributions of co-operative societies have been weaken rather than strengthening. In order to meet the challenge of change by denationalization, state should provide a framework in which co-operative ideas can be preserved in their essence. Otherwise the potentials of co-operatives to contribute to development can not be realized. Furthermore, it is required that co-operatives must be allowed to play their role as self-help organizations, representing and defending the interests of their members and to work according to their own fundamental ethic ideals expressed in the cooperative principles. This means the tasks of functional state. To carry out the tasks, all relations between co-operatives and state authorities should be based on appropriate agreements to promote the co-operative ideas.
