The amendment of the Fishery Co-operatives Law has been made public in Mar. 2009. Its essential point is to form a special committee in the Board of Directors of National Federation of Fisheries Cooperatives in order to recommend his office holders. However, the new provision seems to pay no attention to the cooperative's identity and principles. Basically, this paper suggests that co-operatives cannot strengthen their position in the market by leveling or even eliminating their unique profile (characteristic features) as member-oriented and member-controlled organization and their internal propelling forces, namely member-commitment and member-support. From this point of view, it will be discussed, where are the reasonable limits that should be set by co-operative legislation to preserve the special character of co-operatives as self-help organizations of their members.
