Development impact fees are a representative fee for restituting development benefits. Gyeonggido occupies 55.7% of the total amount of the development impact fees in 2019. Various development projects are actively carried out in Gyeonggido, but the role in land management has been overlooked. The study focuses on the role of Gyeonggido in the operation of the development impact fees regarding to special accounts, the share of the fees and supporting the tasks of cities and counties.
To get the share of development impact fees, it is proposed to increase the role of Gyeonggido in land management caused by development in terms of the legal use of the fees. The role of Gyeonggido is suggested 1) to support the works for cities and counties, 2) to manage individual small development and to encourage planned development, 3) to make fund for underdevelopment regions.
The provincial government share of the fees is proposed to 20% among 50% of the national portion, thus national, provincial and local governments have the portion of 30%, 20%, 50% respectively. Since one of main issues in the development impact fees is that the purpose and use of the fees is not matched, so that a special account should be installed. Also to reduce the burden on the work in cities and counties, the scope of exemption and reduction should be minimized and the calculation method should be simplified.
