This study is the result of evaluating the policy effects of Gyeonggi-do"s youth basic income policy project for a year from 2021 to 2022, and corresponds to a follow-up study of "Gyeonggi-do Youth Basic Income Analysis: Pre- and Post-Survey Comparison, 2021 (III)".
In the quantitative analysis, only when the policy effect can be determined with statistical significance after considering both before and after PSM matching DID analysis, there were absolutely many items with positive policy effects and very few items with negative policy effects. In particular, it can be said that happiness, healthy life, trust, self-determination, influence of others, and dream-capital have definite positive policy effects. In light of this, it can be said that the basic youth income showed significant policy results.
Judging based on what was found in the quantitative analysis of the past response re-evaluation, it seems desirable to distinguish it by item to determine whether the evaluation of the policy has changed positively or negatively.
The results of qualitative survey analysis can be presented in four main categories.
First, [Application and supply of basic youth income in Gyeonggi-do] Overall, basic youth income was now recognized as a somewhat settled system, not an unfamiliar system.
Second, [Effect of Youth Basic Income] As I experienced basic youth income, I often felt pride as a citizen of Gyeonggi-do, and confidence in politics and policy increased.
Third, the Korean society described and described by the study participants saw it as a place to live a multi-layered unstable life, and the state responded that it did not actively solve the problem or show its will.
Fourth, [Basic Income] Above all, the awareness of basic income has increased more than before.
Based on the results of quantitative and qualitative analysis based on the survey results of youth recipients, Gyeonggi Province"s basic youth income (3rd year project) showed clear positive policy effects in many aspects and showed some negative policy effects, but it is not considered to be significant.
Several proposals can be made to become a more improved youth basic income policy project.
First, it is necessary to consider expanding the target of the youth basic income policy.
Second, it is necessary to actively promote the policy effect of basic income for young people and establish an integrated evaluation body that finds contact points with similar categorical basic income policies, i.e., basic income for farmers and rural areas.
Third, it is necessary to readjust the policy design that highlights the aspect of opportunity by linking youth basic income with "opportunity" and "opportunity income", which are important provincial ideologies of the 8th popular election.
Fourth, the results of policy effect analysis of youth basic income projects should be actively reflected in the design and evaluation of individual projects that can be reviewed and promoted as opportunity income policies, i.e., opportunity income for artists, opportunity income for fishermen, and opportunity income for the disabled.
