The purpose of this study is to provide policy elements for elementary school swimming education and survival swimming education. To achieve the purpose of this study, the Delphi research method was used, and four questionnaires were conducted among 24 experts. The research results are as follows, First, Educational operation includes expansion of all grades in elementary school, increase in the number of times for compulsory swimming education, pool use and dualization (pool), introduction of survival swimming programs in public and school swimming pools, evaluation before and after compulsory swimming education, operation of educational support offices and school councils, educational support On-site visit by the person in charge of the agency, establishment of a specialized swimming compulsory training center, Second, the curriculum consists of the same instructor teaching the same students, teaching underwater with an elementary school teacher, on wear swimming experience, checking instructor information before training, collaboration between teachers and entrusted swimming instructors, expanding life guard, classified hat colors by stage, to divide teacher and swimming instructor work and role work, and how to respond to each situation, Third, Consignment swimming instructor education and maintenance, class evaluation data construction and utilization, national certification (survival swimming instructor) establishment, Fourth, The infrastructure is to expand swimming pools in elementary schools, evaluate swimming pools in the jurisdiction led by the Office of Education, enact related laws for mandatory installation of swimming pools in schools, and expand public sports facilities (swimming pools), Fifth, about education field is using lower depth for lower grade and adult pool for upper grade, purchase of material necessary for swimming compulsory education by swimming pool, Sixth, the teaching manual have to making a unified guidance method and accident case-based, Seventh, Elementary school teachers should be the subject in swimming education, form a training team specializing in swimming, and support about swimming education training.
