In order to suggest cases of benchmarking for elementary school swimming education, this study aims to introduce overseas cases of swimming education and Korea’s model cases of swimming education in Seoul and Osan, and find out the problems of Korea’s swimming education and ways to resolve them by comparing Korea’s swimming education to overseas swimming education. To this end, this study collected legislations related to swimming education, policy documents, educational guidelines, press release, thesis papers, and articles, and used literature research and case studies. Research result showed that foreign countries designate swimming education as essential course, put in-clothes swimming and stand-up style swimming in swimming education curriculum and provide water safety education, life-saving technique, and resuscitation technique. In Korea, legislations and policies related to swimming education were complemented since the accident of Sewol Ferry in 2014, the Ministry of Education expands elementary school swimming practice education to 3rd~4th graders in 2016. Seoul started swimming education in 2012 and has the most swimming facilities in the country. Swimming classes are offered 6 times with 12 sessions and they are run with the Education Offices’ support for entrance fee and with the volunteer work of college students. Swimming classes in Osan feature the organic cooperative system in the local community with the signing of MOU among relevant civil, government, and military organizations for reducing cost and utilizing local resources. They run honorary instructor system, have enough methods of transportation, and started offering 15~20 sessions of complimentary classes in elementary school from 2013, in middle school from 2014, and in kindergarten from 2016. Compared to foreign cases, Korea’s swimming education is focused on swimming style, lacking survival swimming education programs, and lacking in education time. The focus should shift from free style to breaststroke, swimming programs should be reinforced centering on in-clothes swimming and survival swimming, and the actual time available for swimming should be increased. To settle the swimming practice education in elementary school provided by the Ministry of Education, it would be ideal to benchmark model cases that showed the excellent management skill of complementing insufficient infrastructure with communication and governance as in the case of Osan.
