In general, Gongnon(公論≒public opinion) is a concept with democracy in mind, and fairness is calculated through communication processes and discussions. However, the concept of Gongnon in the Joseon Dynasty meant 'an opinion that everyone agrees on because it is right' regardless of communication and discussion. In order to analyze these differences, this study applied the conceptual history methodology to examine the semantic field of the Gongnon concept in the Hwangseong Newspaper.
The concept of Gongnon seen in the Hwangseong Newspaper emphasizes correctness like traditional Gongnon, but the transitional 'opening period Gongnon', in which the standard of correctness has changed in modern times, occupies a large proportion. This is because the concept of Gongnon was mentioned through modern newspapers, and even Confucian concepts were rearranged within the semantic field as soon as they pursued enlightenment(開化) or wealthy nation and strong military(富國强兵).
Among them, the concept of International Gongnon(萬國公論) is based on the international law(萬國公法) that defines the international order by the powers, but it can be said that the weaker countries intentionally imagined it to resist the powers. In addition, Gongnon is presented as a basis in articles criticizing the public official and the government. In other words, in the Hwangseong Newspaper, the concept of Gongnon with the character of an public transcript was re-appropriated and used in a way to criticize and resist the ruling power.
