This paper explores the the Goryeo government’s anxiety toward the emerging Ming dynasty, from the initial contact between the two states in 1369 to the death of King Gongmin in 1374, and investigates the underlying causes of this apprehension. Having recently emerged from a century of Mongol domination, Goryeo harbored deep-seated fears and suspicions that the nascent Ming dynasty might succeed the Mongol Empire as the dominant power on itself. Additionally, the Ming dynasty shared its origins with the Red Turbans, who had invaded Goryeo only a decade earlier, and both regimes had limited knowledge of one another prior to their official interactions. This lack of mutual understanding fostered a climate of distrust, and Goryeo could not afford to assume that the militarily expanding Ming would refrain from attempting to annex the Korean peninsula.
During the early stages of diplomatic exchanges, Zhu Yuanzhang, the founder of the Ming dynasty, assured King Gongmin that he would recognize Goryeo’s sovereignty and uphold its status as an independent kingdom. However, within a few years, the increasingly suspicious emperor began to treat Goryeo with hostility, especially as territorial disputes arose concerning the Liaodong region, as well as conflicts over the ownership of ranches and horses in Jeju Island. Zhu Yuanzhang frequently issued threats of invasion.
Although these threats were never carried out, they could have been executed had Zhu chosen to assert the legacy of the Mongol Empire, which included claims over the Korean Peninsula as part of the former Eastern Campaign Secretariat’s domain. In fact, Zhu Yuanzhang had made similar territorial claims in other regions in China proper. As a result, King Gongmin could never fully trust his counterpart in the Ming court. Goryeo’s initially cautious diplomacy with the Ming likely reflected genuine fear of Ming expansionism.
