This article explores the autonomous modernization movement of rural villages before the New Village Movement(Saemaul Undong). With this exploration, it tries to establish the facts that rural villages before the Saemaul Undong were not stagnant and that farmers were another important subject of modernization. The object area of this research is Chilwon village located in Songtan-dong, Pyongtaek, Gyeonggi-do. In this village, the Chilwon children's association(Chilwon Sonyeondan) was organized in 1948. The association opened an evening class for illiterate adults of the village. It promoted the fund by gleaning after the barley harvest. Ten years later, the fund was accumulated enough to purchase instruments for wedding and religious ceremonies. Thus, the village community was reactivated. The children’s association was reorganized into the young men’s association(Cheongnyeondan) in 1964. The young men’s association initiated the modernization of the village. It made a luxuriant forest around the village by planting trees in the mountain. It enlarged the village’s income by cultivating medicinal herbs. Thus, it liquidated the village’s debt and enlarged the village’s property. Some village headmen were the members of the association and they made efforts to modernize the administration of the village. The experience of these activities is the reason why Chilwon village was awarded as the most excellent village in the period of Saemaul Undong.
