This research is an assessment of the effectiveness of the lifelong learning and community building policy designed to promote development of a learning and knowledge driven society. The logic of the lifelong learning and community building policy centers on the transformation of the local community through the continuing education of local residents. This research was based on the statistic data about the quality of 76 lifelong learning cities authorized by Ministry of Education and Science Technology. From the data we verified the time series changes statistically. As a result, we ascertained that the lifelong learning society construction policy is providing positive effects on social cohesion, social inclusion, and the social empowerment of the local community. On the other hand, we could not verify a relationship with social economic security.
The results of the research show that the lifelong learning and community building policy is helping the local residents not to walk away from their local community and gives them more opportunities to express themselves culturally and politically. The increasing number of local autonomous entities desiring to participate in the lifelong learning community building policy shows that the construction policy has the potential to extend further into Korean society. Therefore our government should change the lifelong learning and community building policy to formal project instead of a voluntary one which is run with grant funding. The government should be prepared to extend and develop lifelong learning cities utilizing standard empirical measures.
