The purpose of “The Basic Investigation of Joseon Culture” by Cha Sang-chan and other key figures of Gaebyeoksa was to scientifically analyze the problems caused by Japanese capitalists’ economic invasion and the Joseon Governor-General’s ruling policy, and then to propose solutions to those problems. For this investigation, they used modern research methodologies.
The investigation was also aimed at preserving national and public mentality, focusing on local history and heritage. Although the investigation had been delayed due to the issues of cost, schedule, and data collection, it was meaningful in that it could be a foundation of new society and culture.
In reality, the investigators refused not only the knowledge inherited by the conservative ruling class but also the secretive or glorified forms of knowledge produced by the Joseon Governor-General. Instead, the investigators tried to produce new knowledge together with Korean people, which ultimately could contribute to creating an intellectual basis for the construction of new society and culture. It was remarkable that the investigation revealed the reality of ethnic discrimination, by reconstructing the statistical data presented by the Japanese Empire.
