Despite the pedagogical axiom of identifying learners' needs and integrating them into the curriculum-making process, educational sites in reality are often observed to skip the process, doubting the validity and authenticity of learners' voices regarding learning and education. The current study intends to bring to light the atmosphere of the current practice of devaluing and discrediting students' needs and desires in their language learning, and looks into the underlying reasons for this educational phenomenon. In order to illustrate the situation, first, needs were sought from 111 students through the survey and interviews. Next, the teachers' perceptions of students' needs were elicited from interviews. The research findings indicated that, first, there were certain needs for the curriculum improvement on the student side, but they were in isolation without any channels linking to the curriculum- developing procedure. However, teachers were attentive to factors other than students' needs in the pursuit of program renewal.
