Rules of Origin(RoO) are an integral and increasingly important part of the trade agreements, and are one of the main trade policy instruments that still remain, in the wake of the WTO's quest to phase out tariff barrier. While the primary aim of RoOs is to ensure that preference accrue only to the signatories of a preferential trade agreement, they are often complex and can act as a barrier to trade.
A key element of the EU's free trade and preferential trade agreements is the extent to which they deliver improved market access and so contribute to the EUs foreign policy objectives towards developing countries and neighbouring countries in Europe.
RoOs contained in EU FTAs rely on the basic premise that goods must be 'wholly obtained' or 'sufficiently processed' in the party country in order to be granted originating status and thus become eligible for trade preferences.
Recently, In circumstance, Korea and EU set in FTA negotiation. Thus, In this paper analyse a implication of Pan-Euro and FTA RoO in EU focused on the three fold : (1) provide an overview of the objectives, types, effects, etc. of RoO described in Pan-Euro and FT A RoO in EU ; (2) present a comparative analysis of these rules; (3) offer an appropriate proposal to Korea-EU FT A negotiation.
