This paper examines a model for ‘who supports direct democracy.’ Basically, supporting direct democracy arise when disappointment with representative democracy arise. There are various types of direct democracy and referendum is the most institutionalized one since it is based on voting process. Hence, referendum has an intersecting point with representative democracy and is even substituting it in some European countries. Thus, it is reasonable to argue that referendum is the most accessible and popular form of democracy. We starts from the assumption that those who are highly disappointed with representative democracy would support referendum.
Existing researches have made two models for who supports direct democracy including referendum. The one is ‘political disaffection model’ and the other is ‘cognitive mobilization model.’ Political disaffection model means those who are disappointed with and excluded from representative democracy would support referendum. and corresponds with our assumption. On the other hand, cognitive mobilization model means those who have greater political resources would support referendum.
We found there are some mistakes in existing researches. (1) They have not classified disaffection with parties (i.e. actors in representative democracy) from that with institution(i.e. representative democratic institution such as electoral system). (2) They have ignored both separate models can be integrated into a single model. (3) Researches are based on European countries only. Our research is distinguished with existing researches in that our hypothesis is those who have high political resources but are disappointed with political parties would support referendum. We test the hypothesis on Korea as a proxy of non-European country.
We used Korean General Social Survey(KGSS) data in 2004 since the it has almost all items suitable for purpose of our study. And we applied multi-variate regression model to show the relationship between our integrated model and supporting referendum. Thus, we found that political disaffection model and cognitive mobilization model can be integrated well. Also, the model is appropriate even out of European countries.
