The relationship between king of Goryeo and recipients of Mongolian public posts changed depending on the Goryeo-Mongol relationship. In the early stage, the Mongol emperor officially appointed recipients of Mongolian public office, but the king of Goryeo could practice bogeogwon (保擧權), thereby bridging the relationship between the recipient of the post with influential politicians of Mongol. In this case, bogeogwon was acknowledged as public authority, meaning that the Goryeo king"s power could wield influence in appointing Goryeo government officials.
Kings of Goryeo allowed his officials to receive public posts from Mongol, and kept them close. However, as the recipients of such posts honed their political prowess and began to pass on their positions to their offsprings, this relationship changed. Moreover, as king"s power weakened and those close to the Yuan Dynasty gained more power, the latter frequently engaged in political actions that repressed king"s authority.
The hereditary succession of Mongolian public posts led to the weakening of king"s influence in personnel affairs, and diluted his control over government officials. Eventually, Goryeo kings came to be seen as jikshin (直臣), not unlike recipients of Mongolian public posts. Officials who received Mongolian public posts became direct servants of Mongol emperor, no longer baeshin (陪臣) with the king of Goryeo as a connecting link.
With the widespread succession of Mongolian public posts, Goryeo government officials had to serve both Mongol emperor and Goryeo king "as a servant." As recipients of Mongolian public posts expanded political influence, Goryeo king"s authority declined and political power was dispersed. The subsequent weakening of king"s ruling power became an urgent issue to address. To do so, King Gongmin tried to discard Mongolian public posts like manho, which the position holders could pass on to their offsprings backed by Mongolian government and politicians, and change such positions in a way that is directly granted by the king of Goryeo. Over the long span of the Goryeo-Mongol relationship, the hereditary succession of Mongolian public posts worked as a factor that affected the dynamics between the king of Goryeo and his servants.
