In the late Goryeo period, Goryeo kings frequently emptied Goryeo in relation to the Mongol empire. Temporary Supervisor on the work of Jeongdong Haengseong(權署征東行省事) emerged as a response to this situation, and gives implications for the relationship between Goryeo & Mongol and the status of Goryeo Kings & Jeongdong Haengseong Provincaial Governor(征東行省丞相).
The ‘temporary supervisor(權署征東行省事)’ has been installed consistently since 1302, when the Argument to combine Jeongdong Haengsung/征東行省and Yaoyang Haengsung/遼陽行省(合省論) was raised. This argument was to separate Jeongdong Haengseong from Goryeo and the status of Jeongdong Haengseong Provincaial Governor(征東行省丞相) from that of Goryeo kings. King Chungryol(忠烈王) responded with the logic that Jeongdong Haengseong should be kept for effective defense against Japan. In connection with this logic, King Chungryol installed ‘temporary supervisor’ in preparation for the situation in which the king, Jeongdong Haengseong Provincaial Governor emptied the area. The above logic, which was the basis for installing the ‘temporary supervisor’, continued to be used in the Koryo-Mongol relationship since then, and with the continuous use of this logic, the ‘temporary supervisor’ was also consistently established each time the king emptied Goryeo.
King Chungryol’s response for the argument that caused the installment of ‘temporary supervisor’ was in the background of the fact that the status of Jeongdong Haengseong Provincaial Governor had already constituted that of Goryeo Kings. In other words, it can be said that the ‘temporary supervisor’ appeared with a background of an inseparable aspect between the status of Jeongdong Haengseong Provincaial Governor and that of Goryeo Kings.
