Korea and Shanghai-China have ranked at one of the top performance countries in PISA. Although this outstanding result, dark side of shadow education in these countries has threatened its mainstream education. Also, many parents and students have been suffered from financial and emotional burden. Moreover, this phenomenon has caused educational inequity, which strongly brings in social reproduction again. In some extent, two countries have similar background; influenced by Confucius ideology, but more specifically each one has been in a different context affected by totally different political development process since 1950. Regarding this issue, this paper at first investigated the scale and nature of shadow education in Korea and China. Then, it found out each country’s demand and supply factors of shadow education by examining its socio-cultural context. Finally, It analyzed and compared each country’s educational policy whether it effectively functions on this shadow education phenomenon.
