In relations with the Mongol empire, Ipseong-ron(立省論), the argument to install and operate Jungdong Haengsung(征東行省) as in Yuan China was raised several times in Goryeo Dynasty. These arguments have been regarded as a logically raised discussion based on the special form of Jungdong Haengsung, which originally denied the identity of the Goryeo ‘state’.
This study analyzes the initial cases of 立省 and 立省論, and tracked the context and process of such arguments’ construction. In 1309, Hong Joonghui(洪重喜) raised the 立省論 to keep King Chungseon(忠宣王) in check, who made a contribution in the process of establishing Qaishan[武宗] as emperor. Hong Joong-hui wanted the return of King Chungseon, who had great power based on his relationship with the emperor staying in Yuan, to his country Goryeo. In this process, he gained clues from previous cases of 立省 and related discussions such as Hwalligilsa(闊里吉思)’s case in 1299 & Wang Jang(王璋, 忠宣王)’s case in 1308 and constructed the contents of his 立省論 including the articles such as ‘the elimination of the state name[削國號]’, which is repeated in different contexts in subsequent 立省論.
