The aim of this paper is to analyze the modern signs of local literatures in the local magazines in the era of modern enlightenment. At a transition to the modern times, intellectuals of the time established local societies based on their regions and conducted journal activities as part of the movement. In addition, most of the activities of these local societies and journals were based on "enlightenment" and "education", and were also a movement of intellectuals who tried to restore their sovereignty. These local societies, also seen as a "cultural enlightenment movement" to prevent Japanese aggression, became seen as institutions of education and culture.
These local journal activities were also intended to enlighten and cultivate the region and to educate in the new theology. In order to proceed with this movement dynamically, each regional journal had to assume a thorough understanding of and reflection on the area in which it was based. In addition, within these concerns and practices, "locality" or "regionality", which is the foundation of intellectuals, was inspired.
Therefore, despite the similar era and transitional keywords such as "enlightenment", "education", and "jagang", intellectuals in each region thought about their "locality" and tried to capture its sensitivity and practice of "locality".
All of these intellectuals were concerned with their "locality", expressed their perceptions of problems in accordance with their "locality", and attempted to act with reflection, criticism, encouragement and practice. In the end, new and modern literature was produced by these practical intellectuals, with thei local sensitivity of such intellectuals was acting as the driving force for the new literature.
