The purpose of this study was to supplement the task instruction for operating mobile survival swimming classes in elementary school. The Delphi research method was used to achieve the goal of this study, and three-round questionnaires were conducted for field experts. The results of this study were as follows: First, The operation method is a block-time class with less than ten trainees, a program based on a survival swimming education manual, and an education plan for non-participating students. Second, The facilities are a temperature suitable for the education period, a pool per class, a list of using materials and quantity, a separate facility for deep water experience, establish mobile pool standards, indoor shower two facilities. Third, Safety management is equivalent to the water quality management of swimming pools, a safety prevention management plan, mandatory deployment of at least one water lifeguard, an accident action manual, and installation of a monitoring tower. Fourth, The personnel composition is to reflect the education experience and confirm the qualification period for the education.
